COAR Design Group (formerly Jeff Katz Architecture) served as the Prime Consultant for this project.  This Design-Build project was completed with TB Penick & Sons as the General Contractor on the project.  The scope of work included the design and preparation of construction documents for bidding, including specifications, cost estimates and construction administration services.  The project involved the design of the new Northwestern Division Police Substation for the City of San Diego.  The project includes a 22,000 square foot police station and a 5,500 square foot vehicle maintenance facility. The project was designed and built as a sustainable building and site, in accordance with the LEED Silver Standard. The site design includes space for public and private vehicle parking, fueling facilities and an emergency generator. The building interior was designed to accommodate 45 uniformed officers, including work areas, interview rooms, conference facilities and fitness/locker room facilities.

 The project involved extensive coordination with various City departments, specifically the Police Department. In addition there was a very involved community group that needed to be kept informed as to the progress of the project. Lastly, there was extensive coordination with the City’s initial architectural firm that had put together the original concept drawings for the facility.

 The project was constructed of tilt-up concrete panels designed in a curvilinear form to follow the contours of the site.  The design also incorporated extensive glass and aluminum panels for a very  modern  look.    A  major  design  consideration was  the  incorporation of  bullet  resistant materials to provide for officer safety throughout the facility.

 The architectural fees for the project were $650,000. The construction cost for the station was $14,100,000. The project started design in September 2004 and construction was complete in February 2007. The project was completed within the given time frame and budget for services.
